Due to vulnerabilities, found in Linux kernels released since May, 2001 we had to take such a temporary measure, as limitation of "chmod" and "chown" functionality (commands which let users change files'/folders' permissions and owners).
As a consequences, you may start experiencing issues with content availability, followed by 403, 500, etc. errors due to inappropriate files'/folders' permissions change. This may concern newly updated/modified content, as FTP activity is widely affected.
cPanel means, however, may allow you to set proper permissions and upload content without any issues. On the other hand, we cannot guarantee you its proper functionality as well, as we may keep tightening server security, what can affect cPanel, too.
