the server is currently unavailable (apache, cpanel) due to system errors. we do our best to resolve the issue as soon as possible. please accept our apologies for these inconveniences

Finally, we did the trick and web server is online and running now.
Unfortunately we had to use Apache 1.3 version instead of 2.0.63 due to mod_ssl module problem on CentOS 3.9 operation system with cPanel 11.24 and Apache 2.+ versions.
